Staff Analysis of the Legislation

Create the Georgia Capital Punishment Study Commission to study the death penalty. The commission shall be composed of 19 members. The majority leader of the House and Senate (or their designees); minority leader of the House and Senate (or their designees); two members appointed by the Governor (one from Pardons and Paroles and one from Corrections); the Chief Justice (or designee); two members appointed by the Lt. Governor (both members of ACCG); Director of the Office of the Georgia Capital Defender (or designee); Director of the Georgia Public Defender Standards Council (or designee); Chairperson of the Prosecuting Attorneys� Council (or designee); Attorney General (or designee); President of the State Bar (or designee); Chairperson of the Georgia Death Penalty Assessment Team (or designee); member of the Georgia Association of Criminal Defense Lawyers; president of the Georgia Chapter of the National Alliance on Mental Illness (or designee); and the President of the Georgia chapter of the American Association on mental Retardation (or designee).
